of the mail steamers of the Peninsular & Oriental, and Messageries Maritimes Cos., under the Chinese Passengers Acts

57 of 1855, and the Hongkong Ordinance No. 8 of 1871, and it is wished you would consider the subject and to

report whether in your opinion it would be desirable to relieve these companies.
